They can surface and deal massive damage to unsuspecting surface vessels, though they're susceptible to surface fire such as shells and torpedoes by then, so you'll have to quickly submerge again to avoid being detected right after.

Submarines are vessels capable of submerging underwater and avoiding a majority of surface attacks in the game, while also staying out of radar detection of enemy vessels until they resurface, making them the stealthiest vessels in the game as they're capable of resurfacing in unexpected locations and are known to be an annoyance for their massive damage outputs.
